I want to create a button that will automatically shift the page to a
specific section of my webpage. Say half way down the page. Can I do this
with Frontpage?

Yes.
It's called a bookmark.

You create a bookmark, where you want it, then create a link to it on the top of the page.
You can also bookmark to a specific location in a different page.

Use web search to learn about fragment identifiers also called jump tags.
FrontPage supports them but you should learn what they are and what options
exist because FrontPage can often do things half way.
