Is there a defragging utility which can be run off a floppy disk and
executed in a DOS-like mode without an OS resident?

if your hard disk is using ntfs, there would be none. this is because ntfs
would prevent access to a hard drive if done through a third party boot
loader.

Asked myself the same thing last year. The closest thing I found was:

Stacker 4.1 for DOS/Win3x/Win95 includes "a modified version of Norton
Speed Disk for DOS which supports long file names". I seem to remember
it supports (V)FAT32 in addition to (V)FAT16. However, I was unable to
isolate the defrag from the Stac conversion process; others might have
better luck...

Spin - if your reason for asking is something like a desire to defrag
various system files that can't be touched during an online defrag (OS
has them locked), several good defraggers will let you set them for an
"offline defrag", which will occur during the next boot before the OS
is fully loaded. PerfectDisk is one such.
