Is the .NET configuration file cache not refreshed when the sourceconfig file is modified?

Water Cooler v2

I thought that .NET updates its cache every time the source
configuration file gets updated without having to restart the
application domain.

I realize it doesn't. Or am I missing something?
 
Uh, we need some more context. Are you talking about webservices
hosted in IIS?
