Is "temppf.sys" a security problem

While setting Access Control settings for replacing owner
on subcontainers and objects, access was always denied
in "temppf.sys". While trying to access it's properties
the files access pop-up always says " access is denied.
File is being used by another program" and the
file "temppf.sys" physicaly disappears from C:\
WINNT\system32 and reappears only when you leave that
directory. Will always be present when returning but try
accessing again it disappears until you leave. This is
also with administrative rights. Anyone know
what "temppf.sys" is?
