Is Srvany.exe and Instsrv.exe free?

I am using Srvany.exe and Instsrv.exe to run one vb
application as a service.
Before that,i need to know whether those 2 application are
free?
So, plz let me know whether i can download it for free and
use the same to run the application as a service.
