Is PCChips out of business?

I've tried to both places:

http://www.pcchips.com.tw/PCCWeb/Legal.aspx?MenuID=0&LanID=2
(found this one from a search - I got to support > RMA (USA),
and it gets me nowhere - the page won't come up)

http://www.pcchips.com.tw/PCCWebSite/Support/TSSRequest.aspx?CategoryID=1&MenuID=19&LanID=2
(and here, where I guess I was supposed to register. Despite filling in all
the fields with relevant information, I keep getting the message "error 6"
that pops up. What the heck?
Are they purposefully making it impossible to register and set up an RMA?

My board was purchased from ewiz.com, and was advertised as having a full
year warranty through the manufacturer. What good is this if you can't even
contact the manufacturer?

I've had the board for 7 months, and lately it has become unstable. I've
moved the board to another case with a different hard drive, different
memory, and different power supply, but still have issues with it. (it
forgets that it has usb ports, forgets that it has a lan port, and reboots
sporadically)

Obviously, I'd like to do a RMA.

I don't know what this means, but it might suggest another place to check:

http://en.wikipedia.org/wiki/Elitegroup_Computer_Systems

The company [ECS] merged with PCChips (Hsing Tech Enterprise Co., Ltd), a
major manufacturer of low-cost motherboards, in 2005.
