Is my computer running hot

It is an AMD XP 2600

The system temp is 34 celcius
cpu is 67 celcius
cpu fan is 4218 RPM
system fan 2721 RPM

is this ok?

Your CPU is running too hot which can cause lockups, reboots, etc.
Ideally, you should try to get it under 60C. Older AMD CPUs
like yours get hotter than today's Athlon 64s.

Try cleaning the dust out of your CPU heatsink anf fan (by blowing or
using compressed air). If that doesn't help, then a better heatsink fan can
be
installed.
 
Seems too hot, my cpu temp ranges from 30 to 40 celsius depending on if I am
running the heat in winter or doing a calculations like 654321 to the 456789
power.

It's OK. That CPU is rated to operate reliably at up to 85C or so.
But 67C is higher than average for a 34C case temperature, meaning the
thermal sensor may be off (common) or there's a fan or air circulation
problem (blockage or exhaust air immediately flowing back into the
fan). I'd confirm the heatsink temperature with a miniature meat
thermometer (the fast-reading kind, not the kind you keep in the meat)
touching the base slab of the heatsink. It will probably read 3-5C
colder than the CPU.

It wouldn't hurt if you mentioned the make and model of the heatsink &
fan or posted some pictures of it at an image hosting web site.(few
news servers allow pictures in non-binary news groups).

In addition, how large is the system fan: 60mm, 80mm, 120mm, other? A
60mm fan running at those RPMs (2721) is not likely, without knowing
more explicit details, to be moving much air through that system.

Operating temperature limits are CPU dependant. Normally a temp at or
below 65 C is best, when the CPU is being stressed. But this is an AMD
processor which is known to run hot. Hace a good heatsink and fan unit
of the CPU for the system to last.

Yes, it is running too hot. The top LIMIT of temp for your CPU is 70
degrees C. You're running it at 67.

Both Model 8 and Model 10 datasheets for the XP2600+ specify 85C as maximum
operating die temp.
