Is Microsoft Expression a Flash Competitor?

I was looking at the tours and demos on Microsoft's site. They didn't
contain anything that looked like Flash. It was all drawing. No
webpage demos or Flash like menus, etc. Thanks.
 
Time will tell.
It's still in the development phase.

I think Sparkle will be the flash like thingie. Acrylic graphics and Quartz
the webbuilder.
