Is it the video card or the motherboard?

Okay, so since November 1, I've been having difficulty
having my computer power up. I was told that it was the
video card, so I replaced it on December 9th. Then
yesterday, the same problems started once more. I checked
the device manager and found that the driver was not
digitally signed. So, I went to the video card
manufacturer's site to download an update. Checked again,
and everything was fine....or so I thought. The computer
still does all of the following:

1. I turn the monitor and tower on, monitor will not turn
on, monitor light goes from green to amber.
2. Monitor turns on, the HP invent screen shows up,
keyboard won't power up.
3. Everything powers up, but computer freezes when the
Windows logon screen shows up.
4. Everything powers up, but I get the "Windows was not
shutdown properly..." and asks if I want to start in safe
mode, normally, etc.
5. Everything powers up, but computer freezes on Windows
welcome screen.

This happens every single time that I turn the computer
on. Any ideas on what could be causing this and how I can
fix it?
 
Go to run,type:Msinfo32
Chk the hardware tab for info,chk problem devices and conflicks.
If a problem happens in windows explorer,chk event viewer.
