Is it safe to release software with unsigned cabs?

What are the consequences of releasing PPC software with unsigned CABS
as long as the .DLL contained in the CABS are signed and if the
packaged Setup.exe is signed as well?
 
It depends on PPC. That's the only way to release CABs for PPCs 2003 and
below because they would reject signed CAB.
If WM 5.0 PPC CAB is not signed, that would trigger a security prompt on
device, silent installation would fail.
If Setup.exe is a desktop installer, PPC don't know/care about it.
