Is it safe to move Documents and Settings from C: to D: ?

No, not really. If you're an expert, search the KB there is an artical
there on how to do it, but it's not recommended.

You can move just My Documents fairly easily tho, right click on the My
Documents Icon on the desktop, choose Move to New Location... [this menu
choice is only avail in the desktop icon, not the icon in My Computer.]
 
I'll have to find another way to make more space on C
Maybe to convert bigger space on C by making D smaller but than again I probebly have to reinstall everything from scratch to make that possible.

You could use PartitionMagic to resize your partitions. I use v7.01 and it works a treat.
