Is it Safe to delete

I have quite a bit in my unused desktop shortcut file on my desk top. Is is
safe to delete these?

Yes. Absolute worst case, it's extremely easy to recreate any shortcut you
decide you want back.
 
You can, for peace of mind, right-click on an empty area of your Desktop,
choose "Arrange Icons By" and, in the resulting menu, choose "Run Desktop
Cleanup Wizard", which will help you save the shortcuts that you select and
put them in a folder called "Unused Desktop Shortcuts" on your Desktop. To
retrieve the Shortcuts, drag them out of this folder and back onto your
Desktop, or simply run the shortcuts from within that folder.
