Is it possible to have a dialup and cable connection (two
different ISP's) on one PC? I would like to have two just
in case if one server provider went down. Running XP on a
laptop machine.

It's possible, and it should work automatically. When the dial-up
connection isn't active, Internet access will use the cable
connection. When the dial-up connection is active, Internet access
will use the dial-up connection.

Thanks, but how do I setup this? I tried setting up a new
Internet connection, but that didn't seem to help any.

Make sure that the cable connection works for Internet access. Then
create the dial-up connection. Everything should work automatically,
as I said. By default, the computer will use the cable connection for
Internet access. When you dial in to the Internet, the computer will
use the dial-up connection. When you hang up the dial-up connection,
it will use the cable connection again.

What exactly is the problem that you're having? Please reply in the
news group with complete details, including the full text of all error
messages.
