Is it possible to setup an account for just sending email?

One of our servers requires a mail client to be setup to send a report to a
user that is generated by a third party application.... This third party app,
looks for an outlook client on the local pc to send the message... is their a
way to setup for just sending messages?
 
Can you point the application at an empty mailbox so it wouldn't download
anything. Also, have you tried another application that simply sends mail
like Blat or other simple app.

Sure. Just disable receiving in the send/receive group attributes for that
account.
