Is it possible to send an e-mail to 4 people in sequential order

Using outlook 93. Would like to send a mail that is sent to people in
sequence. The mail will only be sent to the next person when they have
completed their action ?

I think you mean Outlook 2003. What you describe is not something Outlook can
handle.
