Is it possible to create a rule using VBA?

I would like to make a rule when I move a message to a given folder, to have
a rule made for it.
Is there a way to create a RULE from VBA? Any sample code?
Ideally, I would like to have 3 folders, and in one folder, I would like a
rule to be based on the "FROM" to be moved to a folder nemaed the same as
the FROM, Then anouter based on the TO, and create a rule to create a folder
name To:xxxx and then create a rule that when messages come addressed
to:xxxx, to move it to that folder

Rules can't be created with VBA, but you have other options. A COM Add-In
is the best approach, using "VBA rules". See
