Is it possible to circle text?

I'm filling out a job application I downloaded from online and I was
wondering if it's possible to circle a number or overtype that number with
"X" when the form asks me number of years of college completed.
Thanks,
 
If the application is online and you can fill other parts of it out, then
someone screwed up the form. Is it even a Word document?
