Is it necessary to reboot after you do a "SFC /SCANNOW"?

If the program asks you to do so, then yes. This will most likely
only happen if the check has found some corrupt or incorrect versions
of system files and needs to replace that file with the correct
version. This can require a reboot when the file being replaced is
in active use by Windows.
