Is is safe to use msconfig to increase performance?

Is it safe to turn off the microsoft services?
And is it safe to turn off all startup items?

Safe,yes,I use it.If you have support from
manufacturer,would be best to call and get list from
them,H/P and Dell are good for that.Try unchecking some
things you know are not needed.Here's a list of what I
need for my system which is an H/P,also I have Norton so
I leave anything checked for Nor or NAV for Norton.Beter
yet here's the list H/P sent
me.
Click Start , Run ,,and type in msconfig and
Enter.

Then click the the Start Up
tab.

Then remove the checkmarks from
anything not on the list,make sure all items on this list
are checked. Some items may not be
there,make sure the one's that are,are
checked.

Then click apply,and then OK.Close and restart.
Whenthe system reboots,you'll see a message about System
Configuration Utility.Click in the box for DO NOT SHOW
THIS MESSAGE AGAIN,and click OK.
 
It depends upon which service you want to terminate. As for the startup programs, Windows XP needs nothing. However, it's advisable to have your anti-virus and firewall applications enabled at startup.
