Is is possible to alter the Outlook mail sensitivity picklist?

I have drawn a blank with the Office and Server discussion groups, but an
Exchange MVP Exchange suggested I post here too...

I want to see if it is possible to change the mail sensitivity picklist
options. The default list is normal, private, confidential and sensitive.
Is it
possible for (central) configuration to change the options available to all
users? If so, how?! We are using Outlook 2002 currently.

I don't believe it's possible to modify that list, but if I'm wrong, one of
the other MVPs will let us know.
