Is Framework 1.1 SP1 compatible with plain 1.1?

I work on a small development team. My team lead does not see any need to get
SP1. I would very much like to.

Are there issues with different people on the team using different versions
of the 1.1 Framework?

What happens if a user or a server gets Framework 1.1 SP1 installed? If we
develop assemblies with plain 1.1, will they run on a system with 1.1 SP1? I
ask this because the latest framework available online is 1.1 SP1

what is his reason for not wanting sp1?
usually, in a development environment, it can be problematic to run on
different code bases.
 
His reason is that SP1 does not fix any specific problems we have. I have the
fear that we cannot deploy the non-SP1 framework in the future, since it is
often deployed from an online update.

His reason is that SP1 does not fix any specific problems we have.
right, but it does fix problems that you may encounter in the future. There
are solid reasons for providing service packs and if you absolutely know
that none of the issues that have been addressed by the service pack will
ever affect you now or in the future then you shouldn't bother installing a
service pack.
