Is a file dangerous or not?

Defender is constantly flagging files as I surf the web, wanting me to
'permit' or 'deny' the registry change.

How can I tell if the file is OK to permit?
 
If a file you downloaded from some random web site is trying to change your
registry it is NOT OK to permit. That would by definition be a malicious
action.

Would you want arbitrtary web sites to fiddle with your registry?

Just Say No - and be thankful Defender gave you the chance to do so.
