Is 9600XT just an OC'd 9600Pro?

Is there much difference and can a 9600Pro (made by ATI) be overclocked
safely to match the XT?

I think the GPU on the XP is made on the 13 micron process.
It "should" run cooler than the Pro....notice I said "should"?! :-)

All of the 9600 series GPU's are based on a 0.13µm core.

Ok....here are the only differences I can find.

9600Pro 9600XT

Clock Speed (MHz) 400e/600m 500e/600m
Pixel Fillrate 1.6 Gpixels/sec 2.0 Gpixels/sec
Geometery Rate 200 Mtriangles/sec 250 Mtriangles/sec

They could be the exact same card,
just one has a GPU chip that tested stable at 500mhz, so it is marked XT.
So overclocking a 9600 Pro will be a crapshoot.

The Radeon 9600XT has a 10 ~ 15% increase in performance from the 9600PRO.
It may be possible to overclock to the XT stock speeds, but you would likely
need better cooling than the supplied HSF assembly.

ATI changed the manufacturing process for the chips used on the XTs
to reduce capacitance and increase the allowable clock speed. It might
be possible to get a 9600 Pro to run at the same speed as default for
the XT but the Pro will be running on the ragged edge while the XT will
have on the order of 100 MHz of headroom at the same speed.

If you google "9600 XT low-k" you'll get quite a lot of information on
the differences.
