IPSec Services failed Event ID: 615

To Whom It May Concern:
Every 26 minutes I loose my internet connection almost exactly;
this is the message I receive in Control Panel\Administrative tools\Computer
management\System tools\Event Viewer\Security.

IPSec Services failed to get the complete list of network interfaces on the
machine. This can be a potential security hazard to the machine since some of
the network interfaces may not get the protection as desired by the applied
IPSec filters. Please run IPS monitor snap-in to further diagnose the
problem.

I have two other computers and it only happens on this computer;
Sony\G630\Pentium IV\3.2 processor\Agere Systems AC’97 Modem\using Juno ISP.
I have tried changing the phone line and used the line in which the other
computers work well on, I have move anything electronic away from the
computer, I have tried to set the modem setting different like suggested on
the web, I have disabled the network connection while online but nothing
helps. This computer did not have this problem when I first bought it and was
the best computer for connection to the internet for about a year, then this
started happening. I have always had a Network connection to the other
computers (computer to computer) I usually only connect one computer at a
time since I usually only network between this desktop and my laptop. Like I
have said it worked great for about a year.

Ipsec is not needed for internet access unless you are trying to use a L2TP
VPN client which I doubt is your case here. Use services.msc to disable the
ipsec service and stop it to see if that helps your problem or not. You may
also want to try and do a System Restore to a point in time before the
problem began if you have such a restore point. Go to all
programs\accessories\system tools to access System Restore.
