Is there a switch associated with the ipconfig command
that will force an XP machine to pick up a different IP
address than the one it currently has?

I'm sorry, but there's no way to do that. When a network connection
is configured to obtain an IP address automatically, it connects to a
DHCP server to to get the assignment. By definition, a DHCP server
can assign any available IP address, including one that the XP machine
just released.
