ipconfig returns 0.0.0 as ip address

Hello,
I have win2000 pro with sp4 on my home computer.
I am trying to get Verizon DSL to work on my system.
For some reason I am unable to establish the connection to
internet, I tried the same connection(same modem, cable)
with a friends laptop it works fine.
I checked with verizon they couldn't make it work. The
final answer I got from them is My computer is somehow
blocking the connection to internet.
Here are some more facts.

- I recently installed a new NIC card, thinking that old
one has problem, but the new one also behaves the same.
- When I run ipconfig (when I am not connected to net) I
get 0.0.0.0 as my IP address, which verizon says is
incorrect, they say I should have a default IP that starts
with 169....
- When I try ipconfig /renew I always get an error that
says internal error and asks me to reboot or re-install
the NIC(which I did).

Any pointers, help is greatly appreciated.

Use the hardware wizard to remove any old hidden Network cards on the
machine( check the show hidden devices box). Windows 2000 does not
automatically remove hardware when you take it out of the system so the
system won't let another adapter use APIPA.
Then check this article out to make sure APIPA is enabled. 244268 - Routing

Might try removing the network connection entirely, then recreating
it.

I had the same problem with a new PC. I took it back to
where I bought it. It now works fine. The technician
said it was a bios problem.
