iPad 3 update to v10

I have a gen 3 ipad running 9.3.5, is there anyway I can update this ipad to 10.0 ?

I guess I'll have to bite the bullet. Would an ipad 4 mini 126 g be a good choice? My old ipad was 6yrs old, so I guess got my moneys worth.
