When we ping an IP address which is 2000/XP I get the
correct IP address.

When we ping a 98 machine we get an 0.0.x.y address. It
is happening on every machine in the network. Nothing has
changed. DNS and WINS list them correctly. I have
restarted DHCP, DNS and WINS to no avail. Any ideas?

How are you pinging?
ping machinename
or it's FQDN, such as:
ping machinename.zonename.com?

Is there multiple instances of the Win98 machine A record in DNS or WINS?
Maybe an old record is still in there? Enable Scavenging on the zone in DNS.
Double check WINS for multiples too.
