running IP2 from http://keir.net to discover my WAN IP via connecting to a
wirelss adsl router

my provider kicks me off every 2 hours and reconnects
(I think the reason is because they do not want their users to use the
connection as a server)

Are there any applications that will check my IP periodically, say 2 hours
and send myself an email?
(Need this to connect remotely to my computer when I am out in the field)

Have a look at this http://www.directupdate.net/ it's a dyndns
updater which runs as a service, you'll only need to signup
for a dynamic DNS account (e.g. on dyndns or the like) and
then configure directupdate to automatically update the DNS
entry to point to your current IP address
