You may simply want to use the MSN Games by Zone.com interface that will
automate the matchmaking process for you both. http://zone.msn.com and sign
up. Then you both go to the same game room lobby in the Age of Empires
area. One of you hosts, the other joins, when the "host" clicks "Launch",
the interface will automatically launch Age of Empires (don't start up the
game manually yourself) in multiplayer mode and connect you both to each
other.

The IP address you'll want to use is the one given to you by your ISP
(probably starts with a 64). If you've tried them all, then you've
tried using the right one. Is it possible you have the XP firewall
enabled?
