IP Address issue

Hi , i am running W2K Server as a DC and it is also a DHCP Server. My
Secondary DC is running with IP 192.168.100.212. Last week a student brought
his Laptop and connected to our LAN. Since he has Administrative priviliges
on his own Laptop , he set his IP to 192.168.100.212 and it conflicted with
our Secondary DC. Is there any way to prevent it ? Is there any way that i
can set an immediate notification for myself when this happens ?
 
NO. There more that have the administrative role the more issues it is
going to create for you. That is why you don't want to provide the
administrative role to anyone but administrators.

I am confused though if I remember right the laptop shouldn't have enabled
the server service, since there was a conflicting IP Address.
