I am having the same problem. I discovered my DHCP client
service was not running. This was because I had previously
installed and then uninstalled Norton AntiVirus. To fix
this you have to edit the registry and remove a dependency
on something called SYMTDI from the DHCP client.

To see if your DHCP client is running, open a DOS box and
type net start "DHCP client".

HI to anyone else out there that may have experienced the
same problem ....this is how i fixed my problem....(like
to also thank Tim Hayles also for pointing me in the
right direction)....
this is how i fixed my problem...
i sourced this info out at.... Microsoft Knowledge Base
Article - 822123....i follow all this up and used
resolution 4..... Modify the registry entries ...just 1
thing about this the first time i tried this it failed
because i hadnt checked the other similar "ControlSet"
folders...these other folders have the identical same
entry which also has to have this SYMTDI deleted from the
end...you will know what i mean when you actually go to
this in the regisrty files...PS....i am still running
NORTONS System Works 2002 Pro..i had previously
uninstalled and reinstalled it....along with NORTONS
FIREWALL Protection...so i hope this will help anyone
else who comes across this problem...it worked for im
happy to say!!!!!!

Thanks for sharing the resolution of that issue.
