Ip address does not resolve

My DNS and Wins servers are runnig AD. I have something on my system using
192.168.50.86. This is within the DHCP scope that I use for client PC's. I
checked my DNS and WINS servers and there is no such record or registration..
192.168.50.85 and 192.168.50.87 are registered to PC's.
I tried ping and the other usual commands to find out who is using it.
Something is using it as Surf Control shows activity on that address but I
cannot locate the owner.

What tool or tools will help me find it?

nbtstat -A 192.168.50.86 will tell you the NetBIOS name of the
machine using this IP address.
 
If it doesn't have a netbios name you can download the full eval trial of
Network Security Scanner and scan the IP. This will tell you everything;
from the OS to security flaws. You can get it at:

You can also downl Ethereal at:
http://www.ethereal.com
You can use ethereal to analyze the network traffic from your machine to get
additional information about the node such as the type of traffic, etc.
