IP address conflict with another system on the network

We had a network setup with 3 computers. The whole thing
worked fine.

Then I got a new dell with windows xp and took my old
computer with windows 98 off the network. Now my
roommate (who has a dell with windows XP) and I can't be
on the network at the same time. Each computer appears
to try to assign the same IP address and one computer
works with the error that there is an IP address
conflict, and the other doesn't work. Then we reset the
router, and the other one works while the first one won't
connect.

Is there a way to tell the computers that if there is an
IP address already assigned pick a new one? I ended up
assigning static IP addresses, but I'm sure there is a
better fix.

Please help.
 
I'm no expert but have you tried ipconfig /release on both
reboot your DHCP server and then reconnect?
 
Yes I did. It still didn't work.
When the one computer is connected, it will not release
that IP address nor will the other computer acquire a new
ip address (even if I try ipconfig) until the rounter is
rebooted. It's very weird. Both computers want to use
the same IP address and won't pick another one.
