Windows XP Invalid configuration

I have a dell desktop running on msdos and would like to format itwith windows.Aparrently I can't remember its password and every time I start the system it is promoting me for a password.It gives me this message,

Invalid configuration-please run setup program

Enter password..........
Press <enter>to leave password security enabled
Press <ctrl><enter> to leave password security disabled

Anybody with the solution to the problem can assist
