Intrusion changing my home page designation

Within the past month a spam device called "passiton" has
been able to get into internet tools and change my home
page to a series of spam ads. I have to go back into
tools and rechange back to my regular home page to get rid
of it. Is there any way that I can block these ads from
intruding into tools. Can I password protect this. I
have windows 98 and IE6. Please let me know.
