I recently reinstalled windows on my computer. now when
I access the internet, my computer shuts down with a
message "windows must restart because the Remote
Procedure Call service terminated unexpectedly" shutdown
by NT Authority. Is there something I can do to fix the
problem?

That sounds like the Blaster worm. Using another computer, go to this
web page, download the Blaster removal program, copy it to a floppy
disk, and run it on the first computer:

If the computer shuts down before you can run the program, re-start
the computer in Safe mode.
