Internet zone missing/merged with restricted zone IE6 SP1

I have a customer with a computer running Windows ME with IE6 SP1 it is
having problems opening many web sites. Some are secure some are not. When I
checked the security settings I found the Internet zone missing/or merged
with restricted zone. It has the icon of restricted and says internet zone.
The settings look like those of the restricted zone. I have changed settings
but the settings always go back.
I have scanned for virus and adware/spyware...the computer comes up clean.
I have repaired IE. I have uninstalled and reinstalled...the problem remains
the same.
All Windows updates are installed.
She has this same problem using AOL 9.0 (the same sites will not open)
Firefox is also loaded on this PC and has no problems with any sites.
I have searched high and low on the internet and cannot find anything...
Would love any advise you have!

Have you posted a HijackThis log to an appropriate forum for review?

When all else fails, HijackThis v1.99.1
(http://aumha.net/downloads/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post

Uh-oh: Uninstalled and reinstalled IE or Windows?

Had the customer ever reinstalled WinME without first having uninstalled IE6
SP1?
 
Sorry the uninstall reinstall was IE6 SP1.
The customer has never uninstalled ME as far as I know. This problem occured
quickly from one day to the next so my first thought is virus/adware-spyware.
But it did scan clean I know that is not 100% but...
I am sure format C: would solve the problem but at this time is not an option.
Now the bigger issue. This computer is being used as a server for their ACT
database and cannot leave their building or they will not be able to work.
I failed to get a hijack this log and hate to go back on site for that
reason only.
I will check the links you provided.

No I have not posted a Hijack log yet. I did not get the Hijack This log when
I was on site with the computer. I have not gone back on site yet.
