Until recently, new windows on the internet opened in a full size window.
Lately, some new windows, after the initial logon open in small windows. How
do I specify full size windows for all.
 
You could resize one of the small windows to take up the entire screen.
Windows opened after that will be that size. If you maximize the windows
every time you open them, Windows learns this and will soon open them
maximized by default.

Almost. This works if you close all windows but *one*, set it to size,
then close it. Windows will then use that size, until the next time you
accidentally open one window, resize it, and close it.

Windows does not "learn" in this way. The way to get subsequent windows to
reopen to the desired size is to close all but one window then resize it and
then close it from the File Menu (Close) rather than with the close gadget
(red X in the upper right).

When opening a new window using a link in a web page or e-mail, IE will
never open a maximized window. The best you can do is resize it in the
manner some of the other posters have described.
