If you don't have FrontPage you can do it with Word. Create your page. Save as Web Page. Use web page preview to see your progress. Things will not stay put very well unless you use tables, filling the cells with content, then of course, hiding the gridlines. Word XP has several web page templates to choose from. You can find them in the taskpane.
Not a good choice, PowerPoint is a Presentations package. You might want to try something like FrontPage, which is designed for projects like that.
