Internet waiting

Sometimes when I try to have a web site or read my messages
with outlook express,the connection seems to not be there.
I can wait a minute or 2 sometimes before the info gets
thru.
But when it's working , it is very fast.
I have a speedstream 4060 usb modem.

It's probably server problems.
