when I try to open internet tools. I get a message to
contact my system administrator. I dont have a system
administrator on my home computer. What is the problem

Registry restrictrions set by virus or spyware like cool web search. You
need virus and spyware scanners.

Are you using tie Immunize feature of Spybot? If so UNcheck "Lock IE control
panel..."
