Internet tools:Thank Ramesh but problem still is

I would like to thank you very much Ramesh for your
suggestion how to open internet option from web browser.
But I still cannot open "General" tap and "Program"tap.
When I click "IE_reset_restrictions.reg" There is a box
said "Cannot import IE_reset_restrictions.reg The
specified file is not a registry script.You can import
only registry file". I have to close the box. And the
problem is stil there. I can open internet tools but there
are no " General tap" and Program tap". How can I do ?

I use Ad-aware to get rid of all of the spyware and apply
IE_reset_restrictions.reg but it does not work.There is a
box said "Cannot import IE_reset_restrictions.reg The
specified file is not a registry script.I still can not
open the "General" and "Program" tap.

This usually happens when an Exported entry is saved in XP format
then the user tries to "Import" on a 98\ME machine.
[example - header]
Windows Registry Editor Version 5.00

[should be]
REGEDIT4
