Internet throught another workstation (How?)

I got a computer connected to the Internet through LAN
(with a certain given IP - is this called static IP?) and
another computer which I want to connect to the Internet
through the the first one. I know I need an extra network
adapter on the Internet-connected computer in order to
connect to the not connected computer, but what are the
settings need to be done?
How do I configure my computers?

Another solution could be to use a PROXY. AnalogX web site has a very simple
and useful one.
