I can't get "Internet Shortcuts" on my desktop to launch? I'm not sure what file association I'm missing in my Folder Options?

Kelly, I get this message
“This file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel.â€
The two Reg fixes didn't help?

Ramesh, it wont let me do that either. I get this message when I try to "reset web settings".....
“This operation has been cancelled due to restrictions in effect on this computer. Please contact your sytem administrator.â€

Unable to access Internet Options?:
-----------------------------------
Have you enabled the following options in SpyBot?: [Tip from MVP Mike Burgess]
"Lock IE control panel against opening from within IE"

If you're not using SpyBot, download this INF file to your Desktop. Right-click it and choose "Install"

-or-

To fix the InternetShortcut associations manually, get the .URL fix from:
http://www.dougknox.com/xp/file_assoc.htm

Or, type Inetcpl.cpl in the RUN box, to bypass the restrictions error.

If I go with the title in those links, they don't do .url files.

I have a patch but this should repair it (as you can't see attachments)

type in Start Run
regsvr32 /i shdocvw
