Internet Shortcut on Desktop

I have always been able to create a shortcut on my desktop
for frequently used internet web sites. All of a sudden,
my shortcuts do not work and I receive a message: "The
files does not have a program associated with it for
performing this action. Create an association in the
Folder Options Control Panel" This I have tried and
cannot accomplish. Can someone share a thought about this
problem.

Windows Explorer | Tools | Folder Options... | File Types | Registered file
types: | Select URL Internet Shortcut. Make sure Opens with says, "Shell
Doc Object and Control Library" And Advanced | Actions | open | edit |
Application used to perform action | rundll32.exe shdocvw.dll,OpenURL %l |
OK | OK | Apply | OK. HTH
