Internet Restricting

We have a Windows 2000 Server running Active Directory & Dynamic Naming Service and our Router for the Internet is connected to the LAN via network switch. I was wondering if there was any way to allow some users to use the internet while others can not. I have tried my best to find a solution by means of Online and Offline reading material as well as talking with some people but nothing has been able to accomplish what I am seeking to do. Please, if you have any advice or a place I may look that is written in Laman terms, I'd really appreciate the help

A method that I have recommended before that people have used successfully
is to create an OU in ADUC for the No access users and then use a group
policy in that OU to assign the no access users a non existent proxy server
address.
A benefit to this method is that you can use the bypass proxy option for
addresses you may want to give access to so they can download updates from
Windows update. You can also set a policy in the same GPO that prevents
access to the connections tab in Internet Properties and changing the
settings you define.
