Windows XP Internet problem

All of a sudden when i try to access the internet from a shortcut on the desktop all i get is the internet properties box and not my selected home page ???? I am getting it now !! and the only thing stopping me from accesing the internet is that i am connected to PC Review from a minimised window ?? . If i close this window i will not have access unless i do a system restore ??? This problem has only surfaced since i disabled my wep from the Netgear website (might have nothing to do with it)because i couldnt connect to the internet from a fresh install on my laptop. The prob only happens intermittingly and my wireless network icon is showing ok ??? any ideas
