Internet Phone?

I am trying to avoid getting a home phone. I know I can make phone calls from
my computer using a home phone but I am using cable internet service now and
would like to be able to make phone calls from my computer. Understand, I
have NO knowledge about this subject so please be gentle, patient and keep
explanations very simple. Also, if I can do this, can I receive calls and how
do I get a phone number?

You're going to have a hard time, then, putting on an internet phone
service.

For anything but PC-to-PC calls - that is, calls to actuall telephone
numbers, or getting one yourself - you will almost certainly need to pay a
carrier.

Wanted to add that if you use a headset to make calls, that runs off your
system's speaker-and-mic jacks as opposed to a USB port, you may discover
that your system, if older, will not work.

If you install SKype and test it, and find that the microphone or speaker
suddenly shuts off so that the test fails, the soundcard is half-duplex
(permits mic or speaker on, not both) and cannot work. Some older
business-class systems were built this way. You'd have to replace the card
or use a USB handset.
