Internet Options

I am not able to change my home page under internet options. The home
page address bar is grayed out, and when I try to set a page as a home page I
am told that I do not have sufficient priveleges for conducting this
operation. This is a home computer that is not hooked up to any intranet;
there are no other profiles loaded on this computer. The internet security
and antivirus programs that I have installed (Norton) don't seem to be
affecting it, and the Windows Firewall program didn't seem to be the
culprit...even if I disable all options in all of the aforementioned
programs, I still cannot change my homepage. Does anyone know how to fix
this?

Is or has the machine ever been connected to the 'net?

Is Spybot installed?
 
Yes, I currently have a cable modem hooked up using Sprint service. Spybot
is installed and has been for about a year.
